Are there any orthodox out reach programs that help to feed or sponsor children in third world countries?

Yes. There is the International Orthodox Christian Charities (http://www.iocc.org/), which is involved in many such programs throughout the world. And the Orthodox Christian Mission Center's Agape Canister program (http://www.ocmc.org/agape.php). Many parishes of all jurisdictions support both programs. It is not uncommon to find Church School programs that participate in the Agape Canister program.

Yes. Coptic Orphans allows you to sponsor a specific child. Also, you can sponsor a mission priest (and his family) through OCMC, including native African clerical families who couldn't continue ministry otherwise.

Edit: While it's not like sponsoring a particular child, one can sponsor particular programs with all of these Orthodox charities (including, for example, a medical clinic in Ethiopia, an Orthodox orphanage in Guatemala, an Orthodox home for abused kids in Romania, etc.).
