I think in Russian it's called the 'angel's day', день ангела, dyen' AHNGyela.

So:

[Поздравляю вас (familiar: тебя)] С днём ангела! ... [PahzdrahvlYAHyoo vahs (tebYA)] S dnyom AHNGyela! (Congratulations) On your name day!
