Power to forgive and retain sins

In Matthew 18:18 Jesus used the words loose and bind. His jewish audience some say understand it to mean to forbid and permit. Jesus also used the terms forgive and retain for the same thing. Because when you forbid something if you continue in it you will not be forgiven. Must those christians outside the church come to the priest for him to determine how they should live. Does a priest need to see someone regularly to be able to give advice or can he cover all situations during his talks which they can know what to do in all situations without seeing a priest because to be honest there is not enough priests that can help with everything and Jesus and John said the Holy Spirit teaches us all things and Jesus said He was our teacher.
I know I am now speculating but could all situations have been covered in books written by the pope and bishops because God revealed to them all the situations we will face?  But all the church fathers admit they only think this means that they never claim to have heard from God. So how does church councils today determine how to lead the church if they do not hear directly from God?

The Holy Spirit is in all christians because it is say that we are temple of God:

1Cor 3:16: Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you?

So if the Holy Spirit is in us, we can choose the right things.

After reading the verse in context. It seems that power was given to the church leaders by Christ to excommunicate a member for going against the Churches canon or for not preforming to the expectations of the Church. The three step process is first to confront the offender face to face singularly, second if they don't listen bring company and third bring him in front of the whole church. It they still wont repent of they ways. Out they go.
