Forgive my ignorance, but can anyone clear this up for me.  Can a Deacon, not a sub deacon, conduct services without a priest being present?

He can conduct non-eucharistic services, as can anyone (including a layman). They are called "Reader's services" in this case. Such services are done when a priest is not available.  At any rate, the deacon would not vest but merely conduct the service in a riassa (exorasson).

Of course the Divine Liturgy may only be done by a bishop or priest.

In some Orthodox jursidictions Deacons may serve the Typika service with communion. As a deacon may communion with the Body and Blood  already Sanctified by the priest or Bishop, He may serve the people communion from the presanctified lamb. I am aware that this is done , with the blessing of the Bishop, by Deacons in the Antiochian Orthodox Church in missions that have no priest and when the priest is not available due to illness or unexpected death and there is a vacancy that can not be filled with a "supply" or visiting priest. I have been advised that there are no canons against this and that since the early days of the church Deacons often took communion to those imprisoned or sick.

Yes, Thomas.
A.C.R.O.D. also allows deacons to serve in this capacity. I would say that I do not know about the Greeks, but one of my best friends is an ACROD deacon and he is serving, alone, in a GOA parish as a "loaner" until the Metropolis of Pittsburgh fills the vacancy.
