No, not Milan Synod - truly part of the Russian Orthodox Church Outside of Russia.

The monastery uses a traditional western Liturgy as would have been celebrated in northern Europe in the centuries before the Schism (1054).

Isn't this like "anthropologism"?
How do they know that this was authenticaly the Western Liturgy?
I didn't know that the ROCA would support a Western-Rite community, I am happy for those communities who requested it, but isn't this a kind of Uniatism?

ROCOR was not a signatory of the Balamand Statement.

Considering the history of liturgics, I'm sure ROCOR didn't just let them make some junk up.  How do we know the validity of any liturgical tradition?  The Church confirms it as valid.

ROCOR didn't sign  Ballamand ---but but the greatest supporter of the Western Rite in the US, the Antiochians, did sign.
