Does any of the WR parishes or monasteries celebrate services in Latin or include some Latin in their services?

Yes.

Well that was informative. Tongue Is there any pattern for use of Latin or is it up to priest? Does bishops restrict use of non-vernacular language?

The Antiochian rite of St. Gregory is mostly in traditional English, but it also uses Latin (for the dismissal), Hebrew (Amen), and Greek (Kyrie eleison and the Good Friday reproaches).

No pattern that I know of.  No restriction that I know of either.

Christminster uses a little Latin now and again as well I think, but from what I remember visiting there it's not a significant proportion of the services, the bulk of which are in English.
