Does any of the WR parishes or monasteries celebrate services in Latin or include some Latin in their services?

Yes.
Question a friend, perhaps he did not do it; but if he did anything so that he may do it no more.
A hasty quarrel kindles fire,
and urgent strife sheds blood.
If you blow on a spark, it will glow;
if you spit on it, it will be put out;

Well that was informative. :P Is there any pattern for use of Latin or is it up to priest? Does bishops restrict use of non-vernacular language?

I don't know if this is related, but I read 2 Esdras in Latin today...  :angel:
"Your children shall become the head, but you... will become the tail of the Church; therefore your judges will be those who have always preserved the Catholic Faith... they will be the Orthodox and true Catholics since they have never accepted heretics... but have remained zealous for the True Faith." The Antiochian rite of St. Gregory is mostly in traditional English, but it also uses Latin (for the dismissal), Hebrew (Amen), and Greek (Kyrie eleison and the Good Friday reproaches).

No pattern that I know of.  No restriction that I know of either.

Christminster uses a little Latin now and again as well I think, but from what I remember visiting there it's not a significant proportion of the services, the bulk of which are in English.
"This is the Apostolic Faith, the Orthodox Faith, and the Faith of the Fathers. Having this wonderful treasure, let us preserve it, let us keep it, and let us also use it in such a way that this treasure becomes the victory of Christ in us and in His Church." ~ St. Severus of Antioch ~
