It looks like they're watering the flowers.

Of course, they really COULD be doing this, and it was interpreted as a liturgical act with great symbolic significance.

Good question.  I've never seen anything like this in a liturgical ceremony.

Same here, neither in Greek nor Russian churches I've attended.

I've seen photos of this, the flowers around the cross being watered in this manner when a bishop is serving. He blesses the four directions with the cross, bowing down VERY low, and many "Lord, have mercy"'s (something like 40 for each direction) are sung. I've never heard the explanation for this, though...

Here it's a video from monastery Optina in Russia. It's interesting that they do it only for the feast of Elevation in September. On the 3rd Sunday of the Great Lent (at least in the video) not. I've seen this ritual a couple time in the videos, as I can remember all of them were from Russia
