I read (somewhere on this forum) that we only offer incense to God. If we only offer incense to God, why does the priest or deacon go all the way down the iconstasis, all around the church, and even cense the people? Is it beacuse the Saints and the Christians are temples of God, so God is censed within the people?

As for another question, are angels temples of God?
If not, why are their icons censed?

Icons and people are censed out of respect for God's image and in reverence for Gods true servants, those whom he has glorified.

Angels are not temples of God, but they are his servants and messengers. And the Lord sits upon a cherubic throne.

The act of censing is not the offering, either. The offering is made when the incense is put on the censer and the priest prays, "We offer thee incense O Christ our God..."

In general, one should avoid "only" statements.
