Please point me to a source - preferably online- that ranks the Saints to know when they should be given a third or fourth class commemoration. I do have Bishop Basil's (Wichita and Mid-America) list, but there are gaps.

The simple answer is to look and see if they have Doxasticon for either Lord I have Cried or the Aposticha. On the list you are referring to, there are gaps because those are simple commemorations.
