Definitely not Orthodox teaching. What, God is made of water vapor and a bit of dirt? Where did this guy get this from?

You got his name wrong: It's St Nimbus of Cumulo, a tiny village in the Sicilian wilderness. He's a pre-schism saint.

It appears that the controversy over the nature of clouds was a side issue during the great Palamite debates about created vs. uncreated grace. The matter was overshadowed by the more pressing questions and was never resolved; to this day, nubes ex deus remains a viable theologoumenon.
