Trying to figure out who a certain person is in ROC

(sorry if this is in the wrong topic, i am not sure where I should put this!)

I am trying to figure out who a certain person is.

The person I am talking about is in this video, (russian church youtube)

He is on the left, in the gold crown from 0:00 to 0:30

I see him every once in awhile in the videos, but I do not know who he is and it is starting to make me crazy! Anyone know who he is? I would link more videos with himj in it but it is hard to find them

EDIT: Also, does anyone know where, if there is any place, to see the heirarchy of the Russian Orthodox Church? (Metropolitans, Archbishops, such and such)

He appears to be a mitred Archpriest. Perhaps he is the pastor of, or a priest attached to, the parish in the video or the regional representative (a Dean in American terms) of the Bishop of the specific Diocese in which this parish is located?
