If I'm reading the last paragraph right it means the MP parishes in Canada are considering transferring to the OCA. What about in the U.S.? Who pays the salary of the MP priests in America.....the MP or the parish?

ROC/MP priests abroad unpaid for 8 months
More than two hundred Russian Orthodox [MP] parishes abroad are
subsidized through Russia's Ministry of Finance according to an
arrangement between this ministry and the Patriarch of Moscow and All
Russia Alexy II.
However, in November of last year when the Patriarch was on holiday,
the letter to the Finance Ministry about allocating budgetary funds
was signed by Kirill, Metropolitan of Smolensk and Kaliningrad. This
letter has been recognized as not having validity and as a result
priests do not receive money.
Bishop Mark has already been recalled from Canada, and the question
of transferring Canadian parishes to the Autocephalous Church in
America is being considered, reports "Moskovsky Komsomolets".
