So, I gather this is the Third Sunday of Great Lent....but, my question is what are they pouring on the cross and why? I've never seen this done.

LOL I'm sure that there's more to it. That's why I said it "appears".  The watering should have been done before the service.

... and spraying the flowers with a mist of water to keep them fresh would be far more effective than pouring water on them. As for what these priest-monks are doing - no idea.

Ah...that make sense...even though they seem to be anointing the flowers, not the Cross. Just saying... ...and it seems like an awful lot of oil to pour out. No?

I believe the Cross is elevated three times and sprinkled with rose-water. This is also done for the feast of the Exaltation of the Cross.
