accented letters & other alphabets

In Outlook Express and in the word processor I can use Latin letters with diacritics and also various other alphabets.  However, in Yahoo and Hotmail as well as in the display of some web pages these letters come out as Hebrew letters.

I downloaded the update to Internet Explorer and also uninstalled and reinstalled IE.  I also tried a couple of different points for system restore.

Do I need to get rid of XP and try to find 98SE to get rid of this problem?

In IE go to View | Encoding and select the character set you want to use. That should fix your problem.

Unicode (UTF-8) is what is selected now.  What should I select then?

Finally seems to be working right now:  it showed utf-8 when I was online, but a different encoding when I was offline.  Since I changed it offline hopefully it will continue to work right.
