Any idea why they did not serve?

who in particular are you asking about? 

also, at the patriarchate it is routine that only 1 priest will serve, with at least 1 deacon (usually 2, and up to 4).  They do this out of a sense of simplicity, they like it when it's simple.  When I was there, there was not 1 co-celebration & there were like 3 feast days, including the Patriarch's name day.  Each time, only 1 priest served, the patriarch was at the throne, and at least 2 deacons served each time.  That's just the way they do it.

In viewing the online pictures, http://www.acrod.org/multimedia/photos?setID=72157627966580940 and http://www.flickr.com/photos/patriarchate/6280875953/in/photostream ,  you will see that Serb's analysis appears to be accurate.

I suspect that all of the Orthodox hierarchs recognized as being part of 'canonical' Orthodoxy by the Ecumenical Patriarch communed, but it would have been outside of Greek practice for a large scale 'concelebration' as one might see in the Slavic traditions to have taken place. I read somewhere online that Archbishop Athenagoras of the Patriarchal Synod was the celebrant of the Liturgy.I don't think there is any affront committed or intended.
