relationship of Bishop to Metropolitan to Patriarch

I am a catechumen in WRO Antiochian jurisdiction. I am RC and look a most things still from that viewpoint. Just curious, how is the authority of the local bishop related to a Metropolitan, I understand antioch may not be a good example because I think the Bishops in USA are considered Auxiliary Bishops. but what powers would a Metropolitan normally have over a Bishop in his Jurisdiction or Is he just a Bishop of a main city or area and only  have authority as  leader of a Synod?

It is like the relatioship between a mayor with home rule, a governor, and the president. 

Technically, the president can't tell a mayor what to do in his city, but he has a whole arsenal at his disposal to persuade the mayor, including the dignity and prestige of the presidential office.

A governor has that ability over the mayors in his state, but not over the mayors of other states, and has the president's ear more than a mayor (usually does), and usually a governor is elected president.

Some metropolitans, however, are autocephalous like all patriarchs, in which case they are like presidents of smaller nations, like the presidents of Cuba, Haiti and the Dominican Republic alongside the US Presdisent.
