Bishops, a Western Rite Vicariate was established. His Grace Bishop Jerome
of Manhattan was appointed assistant to the First Hierarch of the Russian
Church Abroad in ministering to these communities."

This vicarite is sort of like an ordinate in the RCC (Such as the Anglicans have recently been placed under)?

This is probably a god move in that it will allow for WR clergy and laity to have a greater amount of autonomy.

With no missions or priests on mainland Australia, and no parish churches, the WR at least in Australian ROCOR has some huge hurdles to overcome, not the least having only one Australian WR priest living full-time in Australia.  English language Eastern-rite missions including Australian's only Indigenous Aboriginal  Orthodox Mission and Aboriginal priest outside the national capital, and most metropolitan capitals having English language parishes or missions, all with close relationship to the local Deans and Diocese are an established feature of Russian Church life in Australia.
