What kind of chant is this?

I found this video on Youtube. The title says something about old russian chanting, and I thought it might be Znamenny Chant, but I am not sure.

What's up with all the commentary?  First the bishop talks for a while, then after "Blessed is the Kingdom..." a deacon starts talking?

That's what I didn't get...if it was a normal Liturgy, why the need to interrupt the flow of the service every few minutes for commentary?  Is that common in Russia? 

I wanted to watch the video, but after the first litany I couldn't take it anymore.  The singing was beautiful, and I love Jesus, but the interruptions annoyed me.
