Basically, a copyright lawyer is visited by aliens who have been listening to earth's music without paying royalties!
The guy who wrote it started an online music service and based on his experiences he wrote this to make fun of the publishers and the copyright laws is the US.
If you can afford it, I highly recommend listening the audiobook version read by John Hodgman, of Daily Show fame. He's reading is hilarious.
