DECREE
With the recent growth in the number of Orthodox church communities and missions of the Russian Orthodox Church Outside of Russia which celebrate the divine services in accordance with the Western Rite and are directly subject to the President of the Synod of Bishops, we hereby appoint the following clerics to assist us in the administration of these communities:
1. Dom James Deschene to assist in overseeing the Western Rite communities in the United States and Canada.
2. Hieromonk Michael Mansbridge- Wood to assist in overseeing the Western Rite communities in Australia, New Zealand and the United Kingdom.

One source is the western-rite website of Hieromonk Michael (Mansbridge-Wood) of the St. Petroc Paruchia:  see forwardinorthodoxfaith.blogspot.comhttp:// I am not sure but I think ROCOR's US Diocese have ppublished the Ukaze online. I have a PDF copy of the signed Ukaze but I am not sure how to get it online.
