It is part of the Emperor's wardrobe.  There are several stories about the Emperors at Constantinople (and even the caliphs, who adopted the custom in Syria) where a rebel signals bid for the throne by putting on red boots.

It is also worth noting that the iconographic depiction of the Mother of God always shows her wearing red footwear, even as a little child, such as in icons of her Entry into the Temple. Crimson shoes were the customary and exclusive footwear for female Byzantine princesses, and that became the standard for all icons of the Virgin.
