Cyprus' Orthodox Church expands Holy Synod from 7 to 17 bishops

According to the article, Archbishop Chrysostomos II said the new constitution 'gives the church full autonomy' and 'simplifies the way archbishops are elected.'

It didn't have full autonomy beforehand?  ???
