To my knowledge, the Serbian Church considers them breakaways, so no, they aren't legit as far as they would be concerned.

From a cursory reading of the website of this Metropolitanate of Montenegro, unless I'm getting this wrong, the Montenegrin Church considers itself to be united to the Serbian Orthodox Church and not a breakaway Church, whether it be styled autonomous, autocephalous, or any such.  However, it historically does consider itself an ancient diocese, later elevated to a metropolitanate with three dioceses, of the Serbian Church with legitimate claims as successors to the Patriarchate of Pech.
