Why aren't all bishops in the west permitted the pallium since all Orthodox bishops wear an omophorion? Wat is the historical back story?

In the West, the pallium fairly early became associated with the Pope and soon was his sole perogative, granting it to his vicars and legates and metropolitans.  It is interesting to note the Armenians and Syrians also have their version of this vestment but it is absent among the Assyrians, Copts, and Ethiopians.

So I guess my question is "why did it become associated with the pope alone?"

Also, I thought the Copts had an analogous vestment.
