The word uncanonical get thrown around too much. Having a Vesperal Liturgy for almost every feast is outside of what has been the norm in the church. If you look at the major feast (Pascha, Theophany, Christmas) a vesperal liturgy is prescribed before orthros and the festal liturgy.
The reason the vesperal liturgy has become popular in this country is becuse employers are not sympethetic to their employees wishes to attend services at 9 am. Many pastors opt to servea evening vesperal liturgy to allow the greatest number of people in their parish attend the services.
I don't think there is priest who serves the liturgies this way who preferes it over the traditional method but we are not in an Orthodox country. Again this is another reason to try to convert everyone in America.
