What do you mean by kamilavka, that term is used for a variety of hats in different traditions?

i would guess the answer depended on jurisdiction..eo or oo..?  you mileage may vary..however at the end of the day it is just a hat!  some bishops forbid any clergy from wearing clerical hats.

This would not be appropriate for a Subdeacon to wear since it comes from the Russian tradition and only a proto or Arch Deacon can be given a blessing to wear a red hat like this.

What about a black one?

Unless they are a tonsured monastic or a Deacon, Priest or Bishop then they should not be wearing a hard hat if they are following the Russian tradition.
