It's seems to me that all eastern liturgical vestments have a parallel in the western tradition is that true ?

I'm not aware of any Western equivalent of cuffs.

When I think of the epimanikion, I think of the maniple.

but the use of the  mantiple was never technically abolished it would not be an abuse for a priest to wear one when celebrating the Mass of Paul VI

Even so, it's still a Western liturgical vestment.  For example, priests in FSSP in full communion with Rome who celebrate the EO form of the Mass wear the maniple.
