Federal stimulus funds reported in nonexistent Pennsylvania districts

Transparency apparently comes with strings attached.

Five Pennsylvania congressional districts that don't exist received a combined $12.6 million in federal stimulus money that created or saved 32.2 jobs, according to the Web site the Obama administration created to track how stimulus money is spent.

Similar errors appear on Recovery.gov for states across the country, with hundreds of phantom congressional districts reportedly receiving billions in stimulus funding, the Web site shows.

"There is no money going into a black hole," said Ed Pound, a spokesman for the Recovery Accountability and Transparency Board.

"Government usually takes information like this and scrubs it for forever and a day. This administration is doing something that's never been done before," Pound said. "The upside is, the public gets to see everything. The downside is, when you put in raw data, sometimes you get to see the good, the bad and the ugly."...
