Brothers and Sisters in the Lord,
I have a friend, a priest in the OCF who's bishop is no longer under protection of the Romanians. He, as far as I know, is the last American Priest under this Diocese. read here for details on his bishop
Canonically speaking, what should he do, if anything? I would especially like to hear from clergy.

I can think of three possibilities to get discussions underway:

1.  Russian Orthodox Church Abroad.  Contact the Russian Orthodox Church Abroad at its New York headquarters - either Metropolitan Hilarion who has a very positive attitude to Western Rite matters, or his vicar Bishop Jerome (Shaw) who has extensive knowledge of Western Rite and has been entrusted with the care of the WR people in the States who belong to the Russian Church Abroad.

Two Western Rite priests of the Milan Synod in the States transferred (by cheirothesia) into the Russian Orthodox Church Abroad in September last year.  I could give you their contact details by PM if your priest friend would like to talk to them.  One will create a new WR parish, the other lives in a hermitage in the States.

2.  Antiochian Orthodox Archdiocese.  Contact one of the Antiochian Western Rite parish priests for advice.

3.  Serbian Orthodox Church.  Contact one of the Serbian Orthodox bishops in the States.  I believe that some of the old OCF clergy in France have been received by the Serbian bishop in Paris, Bishop Luka.  But I also believe they may have been asked to transfer to the Byzantine Rite (I am not sure on this point.)
