I've bumped into the official statement after the consultations and the bylaw of the Assemblies.
There will be 12 areas for that Episcopal Assemblies:
1. North and Middle America
2. South America,
3. Australia, News Zealand and Oceania
4. Great Britain and Ireland
5. France
6. Benelux countries
7. Austria
8. Italy and Malta.
9. Switzerland and Liechtenstein
10. Germany
12. Scandinavian countries (apart from Finland)
13. Spain and Portugal
The assemblies must start before the Pan-Orthodox Council. Bishops from all Churches in communion with mainstream EOs will seat there. Retired and guest Hierarchies can be allowed to participate without the law to vote. The main goals are to promote unity between Churches and to make joint statements to the others. The assemblies will also discuss the issues and relations to the Churches outside the communion (like OC Churches, OCF and so on). They must gather at least once per year.
