Not a strange icon at all, but it is simply a side panel of a much larger icon of the Russian new Martyrs and Confessors. Other side panels depict the martyrdoms and trials of other saints. Such panels flesh out details of the life of a saint or groups of saints, but in general are not venerated as stand-alone icons, but as an ensemble.

Here is the complete icon from where the above panel is derived:

This sentence is a paraphrase of Psalm 103(104):30. When I attended a course in a Roman Catholic seminary years ago, at least one teacher always started his classes with a prayer centred on this particular sentence. It says "Send Thy Spirit, Lord, and renew the face of the Earth". The urban background, the focus on fire and the Eastern-ish inspiration makes me suspect this is a charismatic image.

Which is why so many of Robert Lentz's "icons" are so subversive. They're well-executed in a painterly sense, but they fail as icons. At best, they are deficient in content, at worst, propaganda pieces and often blasphemous.

It belongs in the Schlock Icons thread. Yet another example of hijacking iconography to serve a sociopolitical cause. It doesn't matter if the cause is worthy or good.
