Every so often I see "Warned" next to someones post. What does this mean?

It means that person has received a formal warning for some action on the forum.  Such status disappears after a period of time, although the warning itself stays in the original post.  Other statuses are "moderated" where a moderator must approve posts, "muted" where they cannot post at all, and "banned."

Administrators and Moderators have the ability, at any time, to place a user on either of the above three statuses.  Being warned is a slap on the wrist when you commit a minor infraction and will trigger creation of a user record that is stored in the Admin forum.  This record will follow you around on your oc.net career and detail any misdeeds.  Further infractions may result in post moderation or banning.  It is entirely up to the Administrative staff to determine how to resolve such matters.  Generally a ban is permanent, and cannot be revoked. Post Moderation is usually kept on until the offender's behavior proves future moderation unnecessary.

Either break a forum rule or not abide by forum policy.

When someone is warned, a green message explaining why they were warned appears in the message for which they were warned.

Perhaps it would help to see an example of an official warning?

The Admins and Moderators are very thorough in saying why the warning is issued.   

It is very well done and informative.  All credit to the Mods for being so specific and also for doing it openly so that I and others are left in no doubt as to the reason.  This open policy works to prevent rumours.
