I don't know if there's a systemic indifference to the problem.  I do think that there isn't an efficient way of making sure that all defrockings and suspentions are publicized to all the parishes (they do often print them in the Observer, but sometimes there is a significant delay, such as in the Fr. Katina case); and I certainly do not think that the parish priests and the boards discuss these sorts of matters.  What I find funny about the Hartford story is that they never asked the Archdiocese if said "priest" could serve - even though a priest must have permission (from his own Bishop and the Bishop of the area he is visiting) to serve.  If this step had been taken, I'm sure they would have found out the truth.

It is really the Priest duty to guard the Altar that has been entrusted to him by his Bishop. I hate to say it but there are far too many priest who do not guard the altar or the chalice that have been put in their care.

I think Arimethea was referring to the priest who lets the defrocked priest serve Liturgy without investigating.  I don't know if its an indication of no/low scruples, or just a neglect to perform one's duties as the representative of the Bishop.
