It is a colloquialism that is usually used to indicate surprise and amazement. Some others that might be used as a synonem in this context is "man" or "wow", not to mention the less preferable options. But a word of caution. It is also used by some or in certain situations to be a less-offending alternative for a common explictive that I do not wish be more specific about on this board.

Is that German? One of the priests at my parish shouted the German translation of "Christ is risen!" to us Sunday morning and got no response, which prompted him to throw his hands in the air and shout in mock frustration, "No one here speaks German!" The scene was quite funny.
