I vote for "Rome". Though the series wasn't completely historically accurate, the sets were brilliant (grafitti and all) and created an atmosphere of the ancient and eternal city and all its sordid splendour.

I had never gotten hooked to any of the (pretty well done) HBO series until Sopranos. Haven't been hooked since. Although flight of the concords is pretty funny.
p.s. No "Oz"?
