There are multiple warning levels on OC.net that we employ in response to various behaviors, such as ad hominem attacks, trolling, defamatory posts, obscene language, etc. The sequence goes like this: Warned - just a warning, with the "Warned" status below their name Moderated - their posts must be approved by a moderator, but their PM's are still open-access Muted - they are unable to post, but can still PM people and log in Banned - they are unable to log in, PM, and post

The details of the moderation will be listed in the warning message.
The time frame ranges depending on the gravity of the issue, as well as how many times the individual has broken the same rule.

this may also be helpful: Since this question is asked frequently re: Warning Duration -
When someone is placed on a warning status (Warned, Post Moderation, Muted), the moderator has the option of selecting a number of days duration (between 1 and 99). At the conclusion of that period of time, the warning manager software automatically downgrades the person to the next lower warning level for the same duration as the original warning.
So, for example, if someone is "Muted" (no posting) for 90 days, then at the conclusion of 90 days the person's status will automatically become "Moderated" (i.e. their posts must be approved by a mod before they go public) for 90 days, and at the conclusion of those days the person's status will automatically become "Warned" (i.e. "green dot" warning status with no practical limitations) for 90 days.
The same cannot be said for banning. Since banning is done through a parallel system (the warning manager automatically reduces status at a maximum of 99 days), banning is permanent (i.e. it must be manually reduced) - there is no automatic reduction.

So the member who is banned cannot login, PM and post forever?

What serious misbehavior would make the forum admins or moderators ban Him/ her forever ?
(This punishment seems a bit harsh...)

Some actions that will draw an immediate ban even for a first offense: pornography commercial spam (These first two especially if it's clear that someone or something (for instance, a bot) signed up for an account on the forum solely to flood us with porn or spam) death threats criminal activity Other than that, it usually takes a long list of repeated violations of forum rules together with an inability or unwillingness to change despite many warnings, times on post moderation, and times being muted. We try to work with a poster first, and then through every channel we have available to us. Only our admins can ban a poster and will usually do so only after all other avenues for moderating the poster have failed.

And also multiple accounts.
For this, though, we'll simply require you to use one and only one account and ban all the rest. This, however, is not the same thing as banning you from ever using this forum at all, unless you open another account to get around having been banned for disciplinary reasons.

Is it possible that somebody would open a new account ( with a new name and new e-mail address) after he or she is banned?

Yes, people have actually done that here. Once we sniff them out, though, our admin promptly bans them again.
