Some Anglican chant tonight. I belong to a Catholic parish which used to be Anglican and was allowed to retain some of the elements of Anglican liturgy, a big part of which is their musical tradition.

Nice.  I visited an Ordinariate parish a few times a couple of years ago for Evensong and enjoyed it.  It wasn't like this, though.  :P

How does "Anglican chant" work?  Is it based on an eight tone system like other chant systems, or is it arranged differently?

As for the rest, we use normal notation and everything is done in four parts.  I'm not sure how it was done traditionally, but I can probably find out if you are interested.  

Also, thankfully, our music program is outstanding, so ours doesn't sound too far off from this, albeit with female voices rather than all male.  Coming from previous parishes where the liturgy was not always what it should have been, we are blessed to be where we are now.  We chant the Psalms like this every Sunday during Mass, and Evensong is held about once a month or so.  Sometimes it is chanted like this, while sometimes it is choral in nature.  During Lent, the Stations of the Cross are included within a more simple, but chanted, Evensong, with Benediction following, which is a pretty awesome experience.
