Could somebody please explain what the stars and ranking besides people's names mean?
Also, when a topic is locked what exactly does that mean? Are some topics locked to some people and not to others? Can people lock others out of their topics? Are topics locked for a set period of time or does it depend on other factors?

The stars simply relate to the number of posts the poster has made. A locked topic is locked to everyone, except a moderator. Hope this helps.

In addition to what Ozgeorge said, I believe only an Admin or Moderator can lock or unlock a thread. As far as how long a locked thread remains locked, that's generally up to the discretion of the Admin/Moderator who locked the thread.

Here's the current system for stars and titles:
Newbie (0-24 posts) - 1 star Jr. Member (25-99) - 2 stars Member (100-449) - 3 stars Sr. Member (450-999) - 4 stars Elder (1000-1499) - 5 stars High Elder (1500-1999) - 6 stars OC.net Guru (2000-2499) - 7 stars Archon (2500+) - 8 stars
Section Moderator (regardless of posts) - 5 blue stars Global Moderator (regardless of posts) - 5 green stars Administrator (regardless of posts) - 5 red stars
Warning levels - dots, not stars (hopefully you won't need this info, but it's obvious when you see it).

I think maybe we should have a few names in between OC.net Guru and Archon. Something like "Duke" and "Archduke." Of course, above Archon you could have "OC.net Addict." And then the super-upper echelon (whatever we set it as) could be "The Founders' Club" since Anastasios will get there way before anyone else.
