I'm not sure if normal Orthodox parishes do this. In Protestantism, and I think in some Catholic parishes, this is done on the Thursday before Holy Friday (though it's done technically on Holy Friday according to liturgical time). I always found the foot washing service to be a profound thing, and was let down that--from what it seems--most Orthodox don't participate in this practice. I know that bishops and monks sometimes perform foot washings as a sign of humility, but other than that, I'm not sure who does and does not continue this practice.
