Christ gave all the apostles the authority to bind and loose, not just Peter.
That is not what the Bible says.
From Matthew 18 (it is clear Christ is not talking to Peter alone):
1 At that time the disciples came to Jesus, saying, “Who then is greatest in the kingdom of heaven?”
18 “Assuredly, I say to you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.
19 “Again I say to you that if two of you agree on earth concerning anything that they ask, it will be done for them by My Father in heaven. 20 For where two or three are gathered together in My name, I am there in the midst of them.”
From Matthew 28, where Christ is speaking to the eleven disciples, not just Peter:
18 And Jesus came and spoke to them
, saying, “All authority has been given to Me in heaven and on earth. 19 Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, 20 teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age.” Amen.
